EHS Program Development, Management, and Training

ARTEMIS recognizes that a solid EHS Management program is a key facet of risk management. We provide EHS program development and compliance management services to our clients, either in an outsourced management or third party auditor function. We provide customized RCRA, OSHA and security training programs, and have assisted clients in gaining entry into the prestigious OSHA Consultation Safety and Health Achievement Recognition Program (SHARP). ARTEMIS develops Facility Security Plans in accordance with both DOT and Coast Guard requirements. We also prepare Tier 2 and Form R reports, prepare and certify SPCC Plans, and develop storm water management programs.

Benchmarking of Facility's Internal HSE Department

The Project: A functional analysis of a manufacturing facility's existing HSE department to determine the viability of selective outsourcing alternatives. ARTEMIS evaluated all potential environmental liabilities associated with the facility as well as the HSE department's ability to manage those liabilities.

The Role: ARTEMIS was the program manager.

The Challenge: Obtaining necessary information without creating apprehension on the part off EHS staff.

The Result: Analysis allowed EHS staff functions to be reallocated in accordance with expertise.

The Project: Annual training for over 100 environmental managers of heavy manufacturing companies.

The Role: ARTEMIS serves as a trainer on RCRA, CERCLA, CWA, and OPA issues for a company with over 300 global locations.

The Challenge: Engaging large audiences to actively participate and share their real world experiences as they relate to the training topic.

The Result: ARTEMIS is the only consulting firm that has been invited back to train at each annual session since its inception 5 years ago.

Development of an Online EHS Management System

The Project: Development of an online EHS management program for an international manufacturer suitable for internal tracking and Board of Directors' reporting.

The Role: ARTEMIS developed a customized online EHS management program to track our client's compliance records and safety performance indicators at over 200 locations.

The Challenge: Assisting the client in determining key performance indicators to ensure a useful product for all end users (facilities, Legal Department, Board of Directors, consultants).

The Result: Program successfully implemented in Spring 2005.

 Remediation Program Optimization

ARTEMIS assists our clients in the alignment of business objectives and existing remediation programs, developing site strategies that are appropriate and on target. ARTEMIS' ability to apply senior level technical direction and innovative technologies to on-going or planned remediation programs has resulted in shortened program schedules, reduced costs, and focused, site-specific goals.

Optimization of TCE Plume Pump and Treat System, North Carolina

The Project: To determine if the existing groundwater extraction and low-flow air stripping system was cost-effectively remediating a TCE plume and to assess potential applicability for innovative remedial technologies to enhance cleanup times.

The Role: ARTEMIS was the Strategic Review leader, garnering Program objectives from corporate and facility representatives, and directing the short- and long-term goals of the existing consulting team.

The Challenge: Directing existing consultants without having them feel threatened.

The Result: Analysis of performance data lead to the discovery of a previously-unidentified TCE source area. An SVE treatment system is currently in the design stage. This system will significantly reduce the project life cycle, thus meeting corporate and facility objectives.

Strategic Review of Multi-Acre DNAPL and VOC Plume Delineation and Remediation Program, South Carolina

The Project: ARTEMIS was selected to perform a third-party review as to the adequacy of existing site characterization data and the effectiveness of an in-situ bioremediation treatment system.

The Role: ARTEMIS was the Strategic Review leader, determining program objectives from corporate and facility representatives and developing site strategy with a team of existing consultants from three different firms. ARTEMIS was later selected as the Program Manager and continues to coordinate all remedial activities at this complex site.

The Challenge: Identifying the optimum site solution while factoring in complex and dynamic site conditions.

The Result: The originally disjointed project team has successfully worked together for over 1.5 years at the direction of ARTEMIS to develop a comprehensive data set and the framework for a sustainable site solution. The existing remediation system was found to be only partially effective, and innovative DNAPL recovery and VOC remediation systems are being investigated.

Optimization of Pump and Treat System for VOC Plumes, Virginia

The Project: To determine if and existing groundwater extraction and air stripping system was cost-effectively remediating a VOC plume and to assess potential applicability for innovative remedial technologies to enhance cleanup times.

The Role: ARTEMIS was the Strategic Review leader.

The Challenge: Determining overall performance for a multi-plume system.

The Result: Concept for multi-depth plumes was challenged and determined to be based on a conceptual site model and not site data. Site direction is now to perform additional characterization to delineate vertical extent of plumes as well as potential for monitored natural attenuation. Evaluation of chemical oxidation technology is to be performed to determine if overall project costs and cleanup times can be reduced.

Litigation Support

The majority of ARTEMIS' projects are performed at the direction of counsel. We believe that this legal framework fits our commitment to technical quality. We are sensitive to the unique needs of our legal clients and position ourselves to understand project objectives so that technical efforts can be appropriately focused.

  • At the direction of counsel, ARTEMIS is currently managing an evaluation of groundwater, surface water, and indoor air quality relating to a solvent plume underlying an operating manufacturing facility.
  • ARTEMIS provided expert testimony as to the cost to remediate a residential property in Colorado impacted with microbiological agents. ARTEMIS developed a comprehensive cost estimate for remediation options, including demolition, and managed the preparation of the remediation specification
  • At the direction of counsel, ARTEMIS staff lead the performance of seven concurrent FS's in support of a CERLA cost recovery case.
  • ARTEMIS staff evaluated investigative and remedial costs associated with the cleanup of over 30 manufactured gas plant sites throughout New Jersey in support of settlement negotiations between a utility and an insurance carrier.
  • ARTEMIS staff evaluated investigative and remedial costs associated with the cleanup of several hazardous waste sites, including landfills, in New Jersey as part of settlement negotiations between PRPs and insurance carriers.
  • ARTEMIS staff evaluated soil, surface water and groundwater quality data along with ongoing and proposed remedial systems for a plaintiffs group and involving multiple source areas in Wyoming
